Today, finally, President Aliyev approved the National Football Development Program, an event that had been awaited for such a long time!

This 10-year government program has several parts concerning children and youth football, development of football infrastructure in the regions, state support to domestic and national teams, and budget funding of different football programs etc. It took almost 1.5 years to finish this project and this program is expected to kick-off from next year. This program is also going to be under the direct supervision of Parliament and President while Azerbaijan Football Federation will be the main executive arm behind this project.

In the process of development authors used an expertise of invited specialist from UEFA and FIFA as well as an experience of other nations (namely Turkey, England, Germany etc.)

So guys, what do you think? I think it is great news and I’m really optimistic about it. I’m really not a big proponent of President Aliyev, but you gotta give him a credit for what he does for national sport. And if everything goes fine, then I see some great future for our football.

Boost for Azerbaijan football
Friday, 11 November 2005

UEFA Chief Executive Lars-Christer Olsson – reflecting UEFA's wish to monitor the progress of football in its 52 member associations – has paid a visit to Azerbaijan.

High-level talks
Mr Olsson was accompanied on his trip by UEFA HatTrick Project manager Bruno Wolfisberg, with talks taking place with senior government officials and members of the Association of Football Federations of Azerbaijan (AFFA).

Red Bridge meeting
The CEO's visit was due to begin in the capital Baku. However, by mutual agreement, it was decided by the AFFA bodies to meet Mr Olsson on the Red Bridge located in the border with Georgia, to show him the infrastructures in the region. Mr Olsson, met by AFFA general secretary Fuad Asadov, was briefed about the building of a stadium and mini-pitch with artificial grass (UEFA HatTrick assistance project) in the city of Tovuz, and told about football developments in the region by Tovuz city head Hamid Bagirov.

City visits
The guests then toured the cities of Yevlakh, Imishli and Lankaran. Mr Olsson, together with Yevlakh city head Elmar Valiyev, looked at the stadium and base for the Karvan football club that is currently being constructed. The UEFA members were impressed with the building of the Imishli stadium and Lankaran stadium – both of which meet European club licensing requirements.

Baku insight
The visit to Baku started with a look at the construction of the new AFFA administrative building. The UEFA officials were received by the Prime Minister of Azerbaijan, Arthur Rathizade. During the meeting, which was also attended by Mr Asadov and AFFA president Ramiz Mirzayev, Messrs Olsson and Wolfisberg were informed about the Azerbaijan Republic's State Programme for Football Progress (2005-2015) – ratified by Azerbaijan state president Ilham Aliyev last month – which highlights the state's desire to nurture the game in the country.

UEFA's help
Messrs Olsson and Wolfisberg pointed out that UEFA's objective is to continuously foster the progress of Europe football. The implementation of many projects in Azerbaijan and the state's interest were considered as a positive development which promised progress.

Exemplary country
The CEO later visited the Shafa national stadium in Baku, the construction of which has been financed mainly by UEFA. He told reporters that Azerbaijan is an exemplary country in this field, and could be considered a model for others in the region.

Aid appreciated
Mr Mirzayev said he greatly appreciated UEFA's aid for Azerbaijan football, and informed Mr Olsson about the association's plan to build 40 artificial pitches for the benefit of youngsters, under aid provided by UEFA's HatTrick assistance scheme.

State support
Mr Mirzayev said the AFFA will continue the implementation of projects with the support of the state and international football organisations, with the aim of pushing the country up the European football ladder.

in related news AFFA made some major changes to its bylaws by first, increasing foreigners limit in National championship to 7, and eliminating all registration fees for domestic players and coaches. Meanwhile registration fees for foreign players and trainers had been slashed with one exception for foreign trainers of highest "A" and "Pro" categories. They are now eligible to work in Azerbaijan without clubs paying any registration fees for them.

Additionally, AFFA has made another major step by establishing separate governance body for the domestic championship which from now on will be called Azerbaijan Premier League.

And on top of that, AFFA has prepared a legislative amendment that will make all football clubs and football-related companies totally exempt from ALL TAXES. The proposal will be presented at the next Parliamentary session.

So, what do you guys think about it? I think it's great news and these changes were long overdue. I'm glad that AFFA is finally doing what it is supposed to do.

AFFA always had money ;) it just they couldn't put their act together. Plus the fact that Mirzoyev was always in fight with SOCAR didn't helped it either. And Asadov's feud with clubs also was a big minus. But now with new people in charge we really see some movement. But I also agree that Ilham must have really kicked some butts. If you remember some time ago he even made a special statement saying that the government will become more involved in football affairs.

yeah true they always had money but it was going into peoples pockets (Mirzoyev, Asadov) therefore they always said they were broke. AFFA surely has started to clean up and now they money is being put into use. Especially, after Ilhams statement you saw AFFA all of the sudden start making lots of changes.

They will help to identify young prospects and will bolster their skill and enhance their football knowledge. Moreover, AFFA will pay for all expenses :) In the future AFFA plans to expand this project to all clubs of Premier League

and here is the supporting article from the German Football Union's website: (we should ask Orkhan for translation ;)

Azeris show grassroots commitment

Thursday 24 April 2008

The Association of Football Federations of Azerbaijan (AFFA) has underlined its commitment to grassroots work with some major events for younger players.

National programme

In accordance with a ten-year programme endorsed by Azeri president Ilham Aliyev, AFFA has redoubled its efforts to nurture footballing talent in the former Soviet republic. Following the success of a similar event in the capital, Baku, back in December, AFFA hosted a Ball Festival in Ganja with 270 children aged under 14 coming together to demonstrate their ball juggling skills in the city's Heydar Aliyev square. Sarhan Nuriyev was declared the winner.

Student championship

Meanwhile, AFFA is encouraging football among slightly older players with the launch of a national championship for students from Azerbaijan's 32 universities, with new national team coach Barti Vogts among the guests at the launch event at the Shafa Stadium in Baku. AFFA general secretary Elkhan Mammadov said: "The main aim in holding this championship is to fulfil our aim to popularise football throughout the country."

Beach soccer
Football is not the only area which AFFA is looking to popularise, with AFFA announcing that an Azeri team will be among 24 nations competing at the European Beach Soccer championship in Benidorm, Spain, from 13-18 May. Moreover, two young Azeri referees, Zohrab Aliyev and Orkhan Mammadov, were recently sent on a fact-finding mission to Dubai to watch beach soccer and acquaint themselves with the rules with a view to further work in the sector.
