Because neither team made it out of the qualifying rounds in the last 5 seasons or didn't play in the European Cups (Intertoto doesn't count towards the coefficient). In the qualifying rounds, the points won by a team count only for the country coefficient, not the team coefficient. A team that didn't score any individual points in the last 5 years takes as team coefficient 33% of the country coefficient.
They are seeded because the other teams have a lower coefficient.

 

I think thesame thing goes for Atletico Madrid but with a better coeficient from Spain. A few years ago it was 50%.
