Divers need no incentive, Anomander; a "wiseguy" player who thinks he can deceive the ref will always try to do so. The only rule that might theorethically limit the divers' effectiveness would be to give sports courts the right to cancel game results whenever the TV cameras caught a player deceiving the ref... but such a dramatic new rule would never be accepted. Because cancelling a game's result because the TV images suggested that one player dived in an important moment may sound good if our team lost the game in question; but imagine for a moment how you would feel if your team's victory were 'cancelled', days after the match itself, because a judge decided that one of your team's players dived. People would go BERSERK!
