It is said that Hosain Kaebi runs 100m in less than 10 seconds... Apart from that David Odonkor I suppose.
Highly doubt anyone could do it in less than 10 seconds without specifically training for sprinting.
Walcott. If not because of choosing football career, he probably already competing in international athletic competition.
Bellamy is up there, in football it's all about being quick out of the blocks so the shorter guys have the advantage, Bolt is a freak of nature in this aspect.
I heard a story about Walcott in his early days at Arsenal, they were running 40-yard sprints at training and each player was timed for 6 repetitions over the distance. Walcott's slowest time (i.e., his 6th run) was faster than the next best players fastest run.
Johan makes a good point above, Messi is faster in tight spaces but Kaka would almost definitely beat him in a straight sprint over a longer distance.

Arjen Robben is one of the fastest players. People always forget about him or underestimate him, but the guy had ridiculous numbers when the team made sprints at training.
