Most of the big teams have youth teams. There is also teams that have only youth divisions.
A few teams have reserve teams playing in the youth division, until the 70's it was very usual to have them playing before the main team matches, it was called Aspirantes. But it basically faded away because it is expensive. It is very usual however the big clubs to have "partnership" with the lower division teams and place their reserves in those teams.

In brazil there is those who develop well good players and those who use them well, sometimes it is not the same team and I think only São Paulo is often in both categories.

Corinthians have a B team ini the Paulista...or had one. They just got rid of it for some reason.

Inter-RS has a B team that they sent to China and Korea to showcase players for a possible sale.

I heard that Cruzeiro has a good reputation for developing young players.

 

A B team usually isn't for youth players, is for those players that can't get a place in the main team, not even in the bench.
