What small clubs have an owner that allows you to buy (not big time players) but youth talents that can give you both immediate results and better in the future?

Hopefully there are some based in Italy.

Gretna - Scotland
theres 2 french teams in the lowest div tht have nearly a million balance
Palermo have a nice budget.

Rangers in Scotland, they are a small club and surely their chairmen will give you some money to spend ;) :D

Just joking.

I thought that Hearts would be a club with a lot of money because of their rich owner but they have a budget of £500k which is poor.

By second division standards when the game starts thats a lot of money. No points in bidding for high valued players because they wouldnt go to Gretna anyway. You would probably find that this is the case with most smaller clubs.

Look for a club in a lower division with a strong support base and a good stadium. Napoli is a potentially huge with their support and stadium bringing in the cash, Genoa as well to a lesser extent..

In England you'd be looking at the likes of Middlesbrough, Wigan, Cardiff etc. who are all loaded with cash. Wigan have Wheelan's money, they have a (real) transfer budget of at least £25m. I'm not sure if it translates over into the game or not.

Being a small club and having a lot of dosh is useless unless the reputation is good though.
