near Bilbao and San Sebastian includes both cities as well :pp?

try Couch Surfing or Hospitality Club at first...

if these websites won't bring you any results, you can alternatively check these hostels:

http://www.hostelworld.com/availability.php/Hostal-Don-Claudio/Bilbao/13333

http://albergue.bilbao.net/cast/introcast.html (youth hostel)

- these two are cheap & fine, had no problems except the language barrier at Don Claudio...despite having their hostel registered at an international website, none of the (presumably south american) Don Claudio staff spoke any english...the cute receptionist knows how to use google translator though...:D Aterpetxea is clean and calm, quite close to San Mamés...good place to stay

I wouldn't recommend staying at Donostia's Aterpetxea unless you like sleeping in big rooms full of silent pilgrims on their way from/to Santiago...

Here --> http://www2.bilbao.net/bilbaoturismo/ingles/ddormir/ddormir3.htm I've been looking usually for a place to sleep, last two times I slept at Hostal Arias, very close to San Mamés and the bus station of Bilbao.
Daniel already mentioned the youth hostel.

Don't know about Donostia, but it's just one hour by bus from Bilbao.

could you write me about buses and rails :) some pages maybe could write me about tickets prices :) etc :)
For Bilbao: there's a metro service within Bilbao and from Bilbao to several places outside the city like Portugalete (puente colgante), Sestao, Barakaldo, Getxo etc.
Plan --> http://www.urbanrail.net/eu/bil/bilbao.htm

Also there are train services offered from a company called Euskotren, for their plan: http://www.euskotren.es/euskotran/html/castellano/pdf/PLANOLINEAS.pdf
However, if you want to go from for example Bilbao to Donostia it's better to take a bus because that's cheaper and much quicker. With Euskotren it's 2,5 hours from Bilbao to Donostia while by bus it's just 1 hour. From the bus station in Donostia it's about a 15 mins walk to Anoeta and 30 to la Concha.
The same company offers a tram service in Bilbao city too (and probably more), very easy to travel around the city. Plan --> http://upload.wikimedia.org/wikipedia/commons/archive/2/20/20080130154854!Mapa_euskotran_a.png

For general bus planning I always use www.alsa.es (choose british flag at right top for english language) you can plan all your bus travels there.

If you want to know anything more just ask ;). Hopefully this helps a bit.

Travelling in Bilbao is very cheap. Get a creditrans ticket, you can use it on most modes of transport (bus, metro, tram) and a €5 ticket should be enough.

I paid 20 euro (well 40, but we were two) pr night at Barcelo Nervion Hotel last weekend. Great hotel just between Casco Viejo and Guggenheim.
I don't think it is much to spare on bad hotels in the outskirts...

Have a search at hotels.com or booking.com. The norwegian page finn.no searches in eight different of these pages. Could be clever to start the search there. Should be easy to see the cheapest places...
