currently freekicks are only awarded inside the penalty box for goalkeepers illegally picking up backpasses..
but should it be awarded for fouls not contemptuous enough to warrant a penalty? many times a player goes down inside a box, but gets absolutely no reward for fouls that would have been a freekick outside the area. this is unfair and makes the defender's job easy since he may foul the attacking player as long as he avoids heavy contact. though, of course, the downside is this may end up replacing penalties altogether as it represents a less controversial and game-changing decision for the referee.
just my thoughts after seeing how you can tell that the referee is never going to award United a penalty, right from the kick-off whistle.
