Is Jugovic staying???

Jugovic is exluded in the Salas transfer and it seems like he stays at Inter. Why? What can he possible contribute to Inter? He would take an non-EU place, where we could have a young argentinian or brazilian instead. I have thought that he would leave Inter the whole time.
I think that Lippi should sell him.
