The decision is to keep the leagues going as they are right now, the games will take place as scheduled on the weekend. However, anymore arrests of active referees in the next 82 hours will probably lead to another discussion and then it could be determined that there won't be any games on the weekend. We already know that there will be more arrests, question is, what kind of arrests?

Don't be so sure, there is a proposal that will make only one Ligat Al team relegated (anything to screw over Kiryat Gat, but they are leading Beitar right now!), and 3 Liga Leumit teams promoted (meaning Kfar Saba, Herzliya and Bney Yehuda will return).
Ligat HaAl only exists for 4 years and it's been 14 teams in its first year, and 12 ever since. When Liga Leumit was the first league it was fluctuating in size varying from 12 to 16, however I believe there were seasons when there were 18 teams.
Kappa, nothing is being enlarged until there is a final decision, and enlarging the league doesn't necessarily mean more rounds.
