I often hear this term being used in place of Goal Difference. Even on some French football shows they'll use the non-English phrase "goal-average" to describe the difference between goals scored and goals conceded.
Now as anyone with even a faint grasp of arithmetic knows, goal average means the number of goals scored divided by the number of games played, whereas goal difference is a simple subtraction.

Are there leagues where the goals-per-game ratio is used as a determining factor for league position or is it just a mass brain-fart?

EPL what? AFAIK goals per game has absolutely no bearing on league position.

Hehe, I suppose I should have made it clear in the first post that they were different thing... oh wait, I did :D
