I already knew that Inter offered 17 million for Rui Costa.

Inter, Milan, ManU, Barca, R Madrid all want Rui Costa and are willing to pay over 20 million $. He will decide on his future in the summer. He's said Fiorentina is his first team of choice though.
Figo I don't know about. However, I can't imagine Barca would sell him. Inter is interested alright, but which club isn't?
