Wasn't like that but is a recent change.
It's now cl + el champs + champions of top 6 league's into pot 1. Presume this year its top 7 league's with real being cl and spanish champs.
We are almost certainly drawing either spurs or chelsea. Uefa love their stories, conte returns to inter or rom returns to chelsea is their cup of tea.

Ideally we get either Porto/Ajax/ Eintracht Frankfurt from pot 1. If we do we have a pretty good chance of qualification.
We were drawn against Ajax last season in last 16 then UEFA screwed up and re-drew the teams and we got Liverpool.
Only fair we get Ajax this time then (and they lost their coach, top scorer, CB Martienz, might lose Antony to Man U too..)
Real Madrid for a 3rd consecutive season in CL groupstage would be boring and they are lucky against us even if we play well we don't get a result against them.
Bayern we haven't played in a while since the Treble followed by the famous Pandev game in 10-11
We never faced City or PSG in official games, just friendlies, so we might get one of them who knows.
From pot 2 hopefully Sevilla or Leipzig. But like stefan said, Inter v Conte (and Perisic) seems likely. Lukaku v Tuchel would make nice headlines too. But I prefer we don't get English teams obviously.
Pot 4 seems balanced but it will be interesting if we get OM (Sanchez) or Dinamo Zagreb (Brozovic's former club)
Btw the current Maccabi Haifa coach used to coach Hapoel Beer Sheva when they beat us twice in EL 16-17, but obviously Inter now is not Inter of De Boer/Pioli.

Does revenge have anything to do with those choices? Celtic and Ajax won European Cup finals against us (though we have eliminated them from Europe since), Spurs qualified at our expense in CL 18-19.
Only slightly, more the fact that those teams make for interesting matches against classic teams but still not insurmountable obstacles to secure qualification to the next stage.
