Bosnian footballers with double citizenship

As this subject seems to occure on a regular basis I suggest that we dedicate a thread specifically to the matter of players citizenship and eligibility to Bosnia. Instead of repeating the current set of rules each time this subject comes up I`ll post the these quotes from FIFAs article 18 - Change of Association - in this first posting as it can serve as a permanent and easy to find information when one wonders how FIFA rules works:

1) If a Player has more than one nationality, or if a Player acquires a new nationality, or if a Player is eligible to play for several representative teams due to nationality, he may, up to his 21st birthday, and only once, request to change the Association for which he is eligible to play international matches to the Association of another country of whoch he holds nationality, subject to the following conditions:

(a) He has not played a match (either in full or in part) in an official competition at "A" international level for his current Association, and at the time of his first full or partial appearance in an international match in an official competition for his current Association, he already had the nationality of the representative team for which he wishes to play.

(b) He is not permitted to play for his new Association in any competition in which he has already played for his previous Association.

The entire set of FIFA rules:

Concerning Emra Tahirovic: Emra Tahirovic turned 21 earlier this summer and has according to the swedish football federations own website only played twice for their U21 team, about a year ago. Both of them friendlies. As FIFA makes a very clear point of "international matches in an official competition for his current Association" I suppose they dont consider friendlies being official matches.

Although having turned 21 and having played for Sweden I dont think Tahirovic is stuck to the Swedish national team despite not making a request to FIFA, as neither of the matches he has played was "international matches in an official competition for his current Association". He should therefore still be eligible to the bosnian national team.

In comparison Asmir Begovic has represented Canada in official competition at youth level and had to apply to FIFA before turning 21 to be able to switch back to his native Bosnia. Unfortunately he never did and is therefore a lost case to our nationalteam.

It's has been very quiet about Tahirovic in Sweden, he made some news some 1-2 years ago when he scored a couple of goals for Halmstad and when he moved to Lille (and Zürich). He didn't really take a spot in the U21-team and he hasn't even been close the Swedish NT. If our NT really wants him I belive that he would play for us.
He would probably have to improve quite a bit to be in consideration for BiH right now. Not so much in terms of talent, but form
