When I send my scouts to find young players, they come back with young defenders which they describ as "decent prospects" or with "promising future".
The problem is that those defenders have between 2 and 6 in their tackeling and marking skills, and they are not getting any better with years.
So why they recommend me those players?

Scouts read a players hidden potential ratings..

When they tell you something like that, assume that the player will improve further (if your scout is good), and then make your own judgement wherever some improvement will make them a decent player or not..

By improve, it might be 1-2 in most attributes, or it might be 5-6.. And it happens over a long period of time..

If they don't improve at all, make sure your scouts are decent in judging a players ability/potential.. If their not, sack them

I pick only scouts with 18-20 in judging players ability/potential.

I do, but sometime the player get to 23-25 age, and still he stays with low attributes.

Are your coaches any good?

Does this happen to most of the players, or just a few?
A few lemons among a big lot of players can't be too bad..

Also remember that players actually peak at 27-31 depending on their position:)
