I can tell you what I do know first hand, and thats that the ecuadorean papers said that it was official

I know Lupo's agent (my best friend's dad) Lupo was a good left back, and my friend's dad brought him to mexico to play in necaxa, he played a few games and did well but got injured
Lupo aged, and his skills went down. He told my friend's dad to go to italy with him to try out at a bunch of serie B teams, like Pistoiese at the time (like 5 years ago)
he then stayed in madrid as an illegal immigrant, but I was aware that Lupo's son was playing in madrid and doing incredibly well

5 years later I read an article saying that madrid payed that amount of money you mentoined, making him the most expensive ecuadorean player ever, slightly edging of Kaviedes when he went from Perugia to Celta

thats what I can share
