The standard of Asian (and Oceanian) football are really low compared to CONMEBOL, CONCACAF or even UEFA. (I am an Asian here, so no bias).
Only Iran, Japan, South Korea and Australia have a realistic chance of competing with the European/African/N/S American teams (Saudi, NZ tends to fluke/choke).
Other nations such as Qatar, Bahrain, Oman, Iraq, Kuwait, UAE or even Uzbekistan, North Korea and China simply not good enough for the World Cup. European nobody, Kazakhstan was supposed to be an contender in Asia until they make their brain fart protesting the AFC in 2002.
None of the countries in South Asia or South East Asia have the physical/technical skills even with foreign mercenaries.
The other Oceania rep (either Tahiti or Solomon) simply a joker in any game.
4th CONCACAF (Honduras, Panama, El Salvador, Guatemala, Trinidad/Tobago, Canada or Jamaica) and 5th CONMEBOL (any SA teams that's not Brazil/Argentina) simply too strong for them.
South America is the most competitive qualifying section, with anybody (literally) (in their decent day) could go to Moscow.
My ideal should be like this,
UEFA 9 groups (9 winners, 4 play-off winner)
CAF 5 groups (5 winners)
AFC 2 groups (2 winners, 2 runners-up, 5th team playoff vs OFC winner)
OFC (play-off vs 5th Asia)
CONCACAF 1 group -hexagon- (best 3 qualified, 4th team playoff vs 5th South American team)
CONMEBOL 1 group -royal rumble- (best 4 qualified, 5th team vs 4th CONCACAF)
Why? For Africa, only 5 teams: Ivory Coast, Ghana, Nigeria, Cameroon and Algeria could be considered as World Cup material currently.
For Asia, explained before, only 4 teams realistically have potential to bite.
None for Oceania.
In CONCACAF, only USA, Mexico and Costa Rica have the quality.
For CONMEBOL and UEFA, 4 (or 5) and 13 kinda the lower limit for their continental reputation. Any lower, simply an abomination. Historically both confederations are the only confederations that have had won the World Cup trophy.
