I get what you're saying and it's good to have this clarification for future scenarios. Different sites have different treatments for assists though I feel the best way to define assist is to follow the NBA rule which is the final pass made to the person who scored, where his first intention is to attempt a shot on goal/basket regardless if he makes any dribble.

For Chiesa's pass to Muriel, Muriel had to make a run at goal from behind the halfway line, taking a few defenders on the way before slotting into the net. You can say his first intention here is to make a run towards goal, not necessarily wanting to shoot till he saw he had an opportunity. Under NBA rules, this would not count as an assist. I have also seen sites crediting the person who got fouled for the penalty an assist if the penalty is successfully converted. This is even more ridiculous than final pass to goalscorer who don't intend to shoot when he received the ball.
