I think they can launch 3 different levels of clubs competitions like in Asia

in Asia

I think they can arrange like ........
clubs in top nations like USA, Mexico, Costa Rica, Trinidad & Tobago play in Champions League
clubs in nations like El Salvador, Cuba, Haiti play in CONCACAF Cup
clubs in many small Caribbean nations play in Presidents Cup

It's just hard to arrange club competitions in CONCACAF because it's hard to travel to the nations and the club teams have completely different schedules.

Yeah, I'd love to see MLS teams ( and players ) getting this experience, but it's the same dilemna that keeps us from playing in the Copa Libertadores, in that travel is too intense and would result in worse football in the end.

If they were to do it more based on regional things, it'd be pmore plausible, but even if it were just the US and Mexico, imagine the Galaxy or the Metrostars having to travel to Mexico for a match and travel the thousands of miles back to play another game three days later.
