Czech or Turkey I say.

You'll win. You'll play to win. But whatever the result, you were always winners in my heart and champions. And you'll stay that way. GOD HELP YOU!

If you are judging by national team performance only, then obviously Germany are a bigger team than both Italy and France. Germany are second only to Brazil in that perspective. Sure Italy might have won one more World Cup, but Germany have over the years performed better in the Euros and the World Cups than Italy. Especially in the European championships, there is no competition.

1 Germany
2 Italy
3 France

and so on. Of course if you consider club team performances as well, then Italy is number one.

Exactly, Germany is the greatest footballing nation in Europe, having been champion in 6 major tournaments & being runners-up on 6 other occasions. Italy has great history too, but Germany has more consistency. And, it is blashphemous to mention France ahead of Germany.

As for the thread, I think it should be the Czechs.

Belgium? p Maybe 20 years ago, right now we're more like mid-table, on par with the likes of Austria, Finland, Ireland, etc. Belgium would be hammered by most countries that would belong in the actual top 10 in Europe.

If you really need a ranking based on NT only without counting in club performances:

1. Italy
2. Germany
3. Spain
4. Portugal
5. Netherlands
6. France
7. Croatia
8. England or Turkey (probably Turkey, England has a quite weak team now compared to their usual standards)

Belgium won't make top 20 really. Neither would Norway

What's the criteria? History?

Cos' if that's the case, the Magyars need to be considered.

I would base it on results of the NT but also on the actual talent pool (and this the room for progression in the coming years) and the recent history. Recent = last couple of years only. Hungary was great 50 years ago but it has been too long ago to still rank them in the top-10 right now, while for example France has not been that good recently but still deserves the top-10 spot IMO based upon their performances in the last 5 years. Also, I would look at the actual talent pool and near future, Spain and Portugal for example have fantastic teams in the U21 categories and such, so based on that I would definitely rank them in the top-5 even if both would be eliminated from the Euro in the quarter finals.
