Rule 7.07 and 7.08... in the special case like this (teams equal on points, goal scored and goal against, teams play their last match against each other and draw) there will be a penalty shootout.
The rules are pretty clear.

Now that would be something. I am hoping for a draw. What a drama, a pen shootout in the group stage

I am already dreaming of a 3-0 Holland victory against France, a 0-0 draw between Italy and Romania, a victory of Holland over Romania and then a draw in the match between Italy and France.

Too bad Trezeguet aint playing.

This is only if more than 2 teams tie, if 2 teams tie read 7.9 I think...

Lol penalty kicks are not drawing of lots. Drawing of lots refers to method like using coin flips to determine who progresses. This method was used in the past, such as in the 1968 world cup when one of the semifinal matches was decided by coin toss.

In modern tournaments, it's almost impossible to get to drawing of lots, because there are too many tiebreakers before that. In Euro 2008, fair play (number of red/yellow cards) and qualifying results precede draw of lots.

Article 6 and all of it's rules 6.0x apply to the qualifying for the tournament. There is a seperate article below which is the rules & regulations for the final tournament.

I think it's really unfair for any of the teams to get eliminated at the group stage by a penalty shoot out. There should be other ways to decide, like for example how good they did in previous tournaments or in the qualifying stage. Poor stuff from UEFA here.

Though, I do want to know what the **** they would have done if they didn't play each other in the last game and ended up dead even? Would they arrange a shootout for the next day or something?
