The title might be exaggerating, especially since there are no top clubs concerned, but a look at the third leagues offers a horrible situation:
For the people less informed about Russian football: The system consists of the Premier Liga, the Perviy Division (second league) and 5 third divisions.
Of the third division clubs:
left the league
and Kooperator Vichuga
did not get licences
failed to obtain a licence and dissolved. Horrible fate for this club.
, once one of the best supported clubs in Russia, left the league.
Same goes for Lokomotiv Kaluga
did not get the licence.
was declared bankrupt and dissolved.
Spartak Nizhniy Novgorod
changed name to FK Nizhniy Novgorod; they later withdrew.
and Pozis Zelyonodolsk
failed to obtain professional licences.
withdrew from the league.
failed to obtain the professional licence.
All this before one season. It might look harmless, because Russia has this unusual high number of potentially big clubs, but the basic problem is undeniable.
