on "signing statement"?

One of the articles in the last Time Magazine (Jan 23rd ) deals with law enacting procedure in US. Apparently president can, when "forced" to sign the law he/she disagree with, issue so called "signing statement". This is some sort of disclaimer where president actually expresses his reservations and/or actually completly contradict the law he actually signed (and in the case of the article, actually exemp oneself from that particular law )

i tried to google it up and searched through Wiki, but i couldnt find anything about this.

Anyone knows more about this? According to the article, it's been in use before by Regan and by Clinton....

Slightly off topic, but why do magazines use future dates for publishing? One of the magazines that I'm subscribed to is always two months ahead of the actual date. I'm reading the March issue in January. Quite odd.
