Nope, FIFA sanctioned him (like the article you've listed clearly indicates
) after the entire Zamalek-PAOK-military service fiasco, which I got to admit is pretty vague. What we know is that the EFA facilitated the transfer to Zamalek by sending a forged letter to the Greek FA to inform them that Shikabala is incapable of travelling outside Egypt due to his military commitments. Basically the EFA collaborated with Zamalek in order to trick PAOK. That created a bit of a stirr, but typically nothing was done over here.
You're probably confused because Shikabala was previously handed a suspension by the EFA after his misconduct in the Pan-African games (getting into a rift with the coach), but I'd like to clarify that the FIFA matter isn't related to what happened in the Pan-African games
. The two sanctions are separate.
Hassan Shehata asked the FA to lift Shikabala's initial suspension, but then the FIFA ban was inflicted.. and in all fairness I'm not sure of its nature, be it local, international or both.
