This was on the FIFA.com website, so I suspect it is a FIFA recognised tournament. I'll send FIFA an e-mail and see what they say abouth the validaty of the tournament
Paraguay and Macedonia set final date

Macedonia will meet Paraguay in the final of a four-way friendly tournament in Teheran after beating hosts Iran 2-1.
The Balkan side overcame an Iran side that let numerous chances go awry during the second half. Macedonia took an early lead when Nikola Karsef's glanced header entered under the bar and beyond reach of keeper Ebrahim Mirzapour. Iran responded six minutes later when a strike from skipper Ali Daei was deflected into the path of Vahid Hashemian who rifled the ball into the bottom right of the Macedonian net. Ardijan Nuhiji recaptured the lead for the Balkan side shortly before halftime, thumping home a cross from the left with an immaculately timed right-foot volley.
Iran enjoyed the better chances in the second half but Sasa Ilic made two brilliant saves, parrying a close-range shot from Bayern Munich's Ali Karimi and a searing, long-range blast from Sattar Zare to preserve the Macedonian lead. Reza Enayati squandered another chance in the 78th minute, firing a clear shot wide after failing to maximise on a neat build-up by Iran.
Triumphant Macedonia will meet Paraguay in Sunday's finals while Iran will contest third place with Togo on the same day.
