Slovenia is the highest national income per capita among former communist nations

but I heard that finances of clubs in Slovenia are not well, even clubs in first division cannot survive, no first division clubs in capital now

whats problems in Slovenia football?

Actually, I don't think it's NZS, it's the Slovenian laws. AFAIK, a football team cannot be registered as any kind of company here, but only as a "society" (I don't know if this is correct translation of our word "društvo", which must be unprofitable by law). And of course, big companies are not that interested in investing money into something, from which they can't gain profit other than marketing.

Second reason is that (whether we like to admit it or not) Slovenia lacks footballing tradition of Croatia or Serbia. Traditional Slovene person will get all wet if Tina Maze finishes 5th in Giant Slalom (which is practised by no more than in 10 serious countries) or if Rok Benkovic flies over 200m in Planica, but will remain pretty untouched if Gorica beats Kopenhagen in the Champions League qualifiers.
