Hungary has a knack for playing down to opponents (Faroe, Andorra) but also at times playing up to an opponent (vs Portugal at the Euro). With enough motivation and inspiration, they can, of course, make something memorable happen. Unlikely but then again crazier things have happened in football.
The problem isn't that. I think the problem is the longer term...we can't expect a bunch of sub-par players to always play the best game of their lives in every game just to qualify. When good teams have a bad game, they still squeak out wins or at least points. That's because they have talent, skill and class. When Hungary has a bad game, they get beat by Andorra. That's the difference.
Hungary has to start producing better players more consistently. Top players in top leagues, not just promising youngsters that get lost in bush leagues after a couple of years.
