He might be wrong in his assessment that it was only a question of couple of weeks by which Hitler beat the start of Stalin's offensive (which was in reality probably supposed to happen later, in 1942-43) but there's little doubt that Stalin did view Hitler as "icebreaker" who hopefully concentrates on the Western front and allows him to come up the rear and take Europe. Hence the huge military output of USSR's military-industrial complex which wasn't really geared to the interests of defensive war but rather to a continental-scale offensive campaign.
The reason why the general idea behind Suvorov's work has been largely ignored or discredited is obvious if you take into account the political climate...it was out of fashion by the late 80s to go after the historical crimes of Soviet Union. With the perestroika and new openness towards the West etc.
