I think it's pretty fair, but on what basis is Tunisia top?

I'd place Morroco and Egypt on top
Tunisia and maybe Saudi after.

the rest don't deserve a ranking

I'm seperating the Asian and African teams (because we don't play each other much competitively it's hard to judge)...

Asia:

Saudi Arabia
Oman
Bahrain
Iraq
Jordan
Qatar
UAE
Lebanon
Syria
Palestine
Yemen

Africa:
Morocco
Tunisia
Egypt
Algeria
Libya
Sudan

like hijazzy said the african and asian teams dont play each other much so its hard to decide whos "better".saudi arabia and tunisia have an equal head to head record but tunisia performed better in the world cup.saudi arabia has better head to head records vs morroco and egypt and qualified to the world cup

Very difficult to rank Arabian teams. Most of them are not consistent. Egypt isn't even consistent within 90 minutes, let alone for a couple of months..

I Cant say that, all the Gulf teams are equals exept Saudi Arabia

You ranked Qatar as a 5th team and Qatar won the Gulf Cup and you ranked UAE as a 7th team, from few days days, Oman draw with UAE 2-2 and Iraq draw with the Gulf Champion 0-0. i think all the teams are in the same level.

but there are some facts i must mention
----------------------------
Saudi Arabia= Strong League
Bahrain = Good team work
UAE = alot of Money
----------------------------
Kuwait = no Fighting Spirit
Qatar = un-Qatri players
Iraq = Bad situation in Iraq
Oman = Black Magic
----------------------------
