That's extreme and unfair imo. For me, it's all about how close the arm is to the body and the force/distance of the ball. If someone is standing there with arms at side and someone rifles a shot into his arm, never a penalty.
But whenever a defender goes flying in with his arms flailing, even if his back is turned, that's gotta be a pen. These are professionals they know exactly what they are doing.
This is how the new handball rule is written for next year by the way. No more intent or deliberate requirement. Just about location of arm and speed of ball. It's a big improvement imo.
But the real problem isn't the handball rule. It's that Juve plays under different rules than everyone else. FIFA can try to fix the rules as much as they like, but they will never be able to change that.
