European Union: The Board Game: Revamped

Taken from a Taiwanese board game called European Union. I need 3 to 7 players (6-7 for best experience) to play a game about European politics.

Each player takes the role of the leader of a European political party. Each party has different policy preferences and special abilities. Players have to try and get the proposals that are most advantageous to them approved, whilst securing the maximum number of influence-points (IP) that they can in each round. The game is played over 3 rounds, which simulates the increased membership of the European Union over time. The player with the highest number of IP at the end of the game wins.

During the game each player uses their IP to secure voting powers by bidding for Member States. The party with the highest bid also becomes the President of the institution. The President is a powerful figure with the ability to set the agenda for each round, chair discussions and call votes.

Players can lobby others to lend their support or help block proposals taking into consideration their preferred policies and special abilities. Alliances can also be formed to further a player's objectives. Deals could be made using IP or verbal commitments at any time during the game. However, the President position, Party Chairman and Member States may not be transferred or traded.

So, in short, the parties and their objectives:
1. The Left try to make as many proposals related to Social Security approved.
2. The Greens try to make as many proposals related to Environmental Protection approved.
3. The Social Democrats try to make as many proposals related to Social Security approved, and make sure that they're not dismissed.
4. The Liberals try to make as many proposals related to European Integration and Open Society approved.
5. The Christian Democrats try to make as many proposals related to European Integration and Free Economy approved.
6. The National Conservatives try to make as many proposals related to Free Economy approved.
7. The Right is a troll who's winning only possible when either most proposals dismissed or getting a good deal with other parties.

List of States
Selectable starting from Round 1 (total 6 states playable in Round 1)

France; Voting Power 5, Influence Points 0
Germany; Voting Power 5, Influence Points 0
Italy; Voting Power 5, Influence Points 0

Netherlands; Voting Power 3, Influence Points 0

Belgium; Voting Power 2, Influence Points 1

Luxembourg; Voting Power 1, Influence Points 2

Selectable starting from Round 2 (total 15 states playable in Round 2)
United Kingdom; Voting Power 5, Influence Points 0

Spain; Voting Power 4, Influence Points 0

Greece; Voting Power 2, Influence Points 1
Portugal; Voting Power 2, Influence Points 1
Sweden; Voting Power 2, Influence Points 1

Austria; Voting Power 1, Influence Points 2
Denmark; Voting Power 1, Influence Points 2
Finland; Voting Power 1, Influence Points 2
Ireland; Voting Power 1, Influence Points 2

Selectable starting from Round 3 (total 28 states playable in Round 3)
Poland; Voting Power 4, Influence Points 0

Romania; Voting Power 3, Influence Points 0

Czech Republic; Voting Power 2, Influence Points 1
Hungary; Voting Power 2, Influence Points 1

Bulgaria; Voting Power 1, Influence Points 2
Croatia; Voting Power 1, Influence Points 2
Cyprus; Voting Power 1, Influence Points 2
Estonia; Voting Power 1, Influence Points 2
Latvia; Voting Power 1, Influence Points 2
Lithuania; Voting Power 1, Influence Points 2
Slovakia; Voting Power 1, Influence Points 2
Slovenia; Voting Power 1, Influence Points 2

Malta; Voting Power 1, Influence Points 1

While smaller countries getting a free IP when selected, generally voting power is more important.

So basically, the game phase as follows:
Round 1:
Voting for proposals (need a qualified majority of 12 or more)
Round 2:
Voting for proposals (need a qualified majority of 24 or more)
Round 3:
Voting for proposals (need a qualified majority of 36 or more)

Voting power depends on the voting power of the state selected.

Before the game:
1. Every player gets 15 IP.
EU Council phase:
1. Bidding IP for Member States (person with highest bid will become the Council President).
Unlike earlier edition, Bidding 0 IP would make you automatically without Vote Power for the round.
Selection of member states will be proportionally based on your IP bids.

2. Count the Voting Power of your party (say selecting Germany will get you 5 Voting Power and 0 IP, while selecting Luxembourg will get you 1 Voting Power and 2 IP).
3. I announce 7 proposals that will be discussed later.
4. The president chooses 5 out of 7 proposals that he thinks beneficial for his parties. (These 5 are the proposals that matters, either approved or rejected). The remaining proposals are discarded and will not have any effect for the rest of the game.
5. Voting for the proposals. Yes or No. Yes = proposal approved, No = proposal rejected.
6. Most proposal need a qualified majority, while few need a unanimous decision to be approved.

Calculation phase:
1. Calculate approved proposals
(say a Christian Democrats and a European Coal and Steel Community proposal....
The Christian Democrats
European Integration x2
Free Economy x2
Social Security x0
Environmental Protection x0
Open Society x1

European Coal and Steel Community
European Integration x2
Free Economy x1
Social Security x0
Environmental Protection x0
Open Society x1

He/she will get:
(2x2) from European Integration
(2x1) from Free Economy, and
(1x1) from Open Society
with total of 7 IP gained

For the same proposal, the Right,
European Integration x0
Free Economy x1
Social Security x0
Environmental Protection x0
Open Society x0

will get,
(1x1) from Free Economy
equal to 1 IP gained.
So The Right cannot play like the other parties.

2. Calculate the Party special ability
For example: A Social Democrats and a failed proposal of Create Own Resource for European Budget.

The Social Democrats
Special Rules:
For every proposal with Social Security that failed, lose 1 IP.

Create Own Resource for European Budget
European Integration x1
Free Economy x0
Social Security x2
Environmental Protection x1
Open Society x0

He/she will lose 1 IP for each failed proposal associated with Social Security. For this case, the party lose (1x1) = 1 IP.

3. Policy Direction Adjustments
Every successfully approved policy calculated.
For example: Common European Asylum System was successfully approved, then it means that 1 successful policy for Environmental Protection and Open Society.

Common European Asylum System
European Integration x0
Free Economy x0
Social Security x0
Environmental Protection x1
Open Society x3

4. End of Round, move to next Round.

End Game Phase:
1. Calculate the bonus based on Policy Direction Adjustments.
For example a final result of:
European Integration 4 successful proposal
Free Economy 2 successful proposal
Social Security 3 successful proposal
Environmental Protection 5 successful proposal
Open Society 0 successful proposal

The Christian Democrats
End Game Bonus for 0, 1, 2, 3, 4, 5, 6 or more proposal(s) approved
European Integration 0, 5, 10, 20, 20, 20, 20
Free Economy 0, 5, 10, 20, 20, 20, 20
Social Security 0, 0, 0, 0, 0, 0, 0
Environmental Protection 0, 0, 0, 0, 0, 0, 0
Open Society 0, 5, 10, 10, 10, 10, 10

The end game bonus for The Christian Democrats are 20 + 10 + 0 + 0 + 0 = 30 IP.

The winner is the party who has the most IP after 3 rounds (including special abilities and end game bonus).

I need 7 test dummies (erm.. -I mean- participants) to be involved in this game.
Each participants will take (Randomized) role as one of the 7 political party leaders in the EU.
Each political parties has each own agenda.
Everyone decide through a vote whether a proposal to be ratified or rejected.
Most proposals need a simple majority approval votes.
In order to get VP (voting power) you need to bid using IP (influence points).

When a proposal ratified or rejected will influence each parties differently.
Some will get IP (influence points), while others will lose IP.
Also consider the big picture, the hidden agenda where the Left and Socialists flourish with Social Security, Liberals flourish with European Integration and Open Society, Christian Democrats flourish with European Integration and Free Economy, the Greens with Environmental Protection; and National Conservatives with Free Economy.
The Right however will never succeed when playing in normal mode. He/she must develop his/her own way of playing.
The party with the most IP (influence points) after 3 rounds will become the winner.

@dabdob , wanna join this time, mate?
@Osman , still no Turkey, but you make make Europe flooded with refugees from the Middle East in the game
@Dandeer , wanna join this time, mate?
@Firdaus , mmm no Singapore, but you could join PAP is closest to the National Conservatives in the EU.

Hey, if you're up to play, that would make this even better!

I'm not playing though; I'm here strictly for the lulz.

@yeniceri : sorry to miss you out. But you are welcome to play. Nothing bad/malicious intended. Just my stupidity.

So we have @Dandeer, @Morierinho @The Green One @yeniceri @szövkap

There's room for 1-2 more people. It'll more fun with 6-7 players.
The role will be randomized and announced at the start of the game.
@Firdaus : join us, leng chai. Should be an interesting game. So far none of the veterans are playing, so no one have experience advantage.

I totally disagree, I've got plenty of experience, I'm a Jobbik voter. All the Jobbik voters are born politicians.

Just kidding, I'm an MSZP voter. No wait Fidesz.. Or aren't those 3 the same thing?
