European Union: The Board Game



Taken from a Taiwanese board game called European Union. I need 3 to 7 players to play a game about European politics. This is a trial, with possible real-time-strategy board game played over Xtratime.

Each player takes the role of the leader of a European political party. Each party has different policy preferences and special abilities. Players have to try and get the proposals that are most advantageous to them approved, whilst securing the maximum number of influence-points (IP) that they can in each round. The game is played over 3 rounds, which simulates the increased membership of the European Union over time. The player with the highest number of IP at the end of the game wins.

During the game each player uses their IP to secure voting powers by bidding for Member States in the European Council (Council) and Members of the European Parliament (MEP). The party with the highest bid also becomes the President of the institution. The President is a powerful figure with the ability to set the agenda for each round, chair discussions and call votes.

Players can lobby others to lend their support or help block proposals taking into consideration their preferred policies and special abilities. Alliances can also be formed to further a player's objectives. Deals could be made using IP or verbal commitments at any time during the game. However, the President position, Party Chairman, Member State and MEP may not be transferred or traded.

7. The Right is a troll who's winning only possible when either most proposals dismissed or getting a good deal with other parties.

While smaller countries getting a free IP when selected, generally voting power is more important in EU Council phase.

So basically, the game phase as follows:
Round 1:
EU Council (need a qualified majority of 12 or more)
EU Parliament (need a simple majority of 50% of MEP Voting Power +1)
Round 2:
EU Council (need a qualified majority of 24 or more)
EU Parliament (need a simple majority of 50% of MEP Voting Power +1)
Round 3:
EU Council (need a qualified majority of 36 or more)
EU Parliament (need a simple majority of 50% of MEP Voting Power +1)

Voting power for the EU Council phase depends on the voting power of the state selected.
Voting power for the EU Parliament phase will be assigned by random numbers between 9 and 14 with distribution of 9, 10, 10, 11, 11, 11, 12, 12, 12, 13, 13, 14.

Before the game:
1. Every player gets 15 IP.
EU Council phase:
1. Bidding IP for Member States (person with highest bid will become the Council President).
2. Count the Voting Power of your party (say selecting Germany will get you 5 Voting Power and 0 IP, while selecting Luxembourg will get you 1 Voting Power and 2 IP).
3. I announce 7 proposals that will be discussed later.
4. The president chooses 5 out of 7 proposals that he thinks beneficial for his parties. (These 5 are the proposals that matters, either approved or rejected). The remaining proposals are discarded and will not have any effect for the rest of the game.
5. Voting for the proposals. Yes or No. Yes = proposal could enter EU Parliament phase, No = proposal rejected.
6. Most proposal need a qualified majority of 12 or more, while few need a unanimous decision to be approved.

EU Parliament phase:
1. I randomly draw the voting power each party. (varied from 9 to 14 MEP votes)
2. Bidding IP for President of the Parliament.
3. Calculate the majority needed for approval. (all MEP voting power x 50% + 1)
4. Voting for the earlier approved proposals. Yes or No. Yes = proposal approved, No = proposal rejected.

Calculation phase:
1. Calculate approved proposals
(say a Christian Democrats and a European Coal and Steel Community proposal....

He/she will lose 1 IP for each failed proposal associated with Social Security. For this case, the party lose (1x1) = 1 IP.

3. Policy Direction Adjustments
Every successfully approved policy calculated.
For example: Common European Asylum System was successfully approved, then it means that 1 successful policy for Environmental Protection and Open Society.

The countries/states are there for the EU Council phase, where you want to control state with more voting power to make sure that you could select a profitable proposal for your party.
There are 7 parties. Social democrats, liberals and christian democrats are the easier ones to play. Slightly more difficult are the greens, national conservatives and the left. The right is the most difficult faction to play, because it basically a troll. You can't win by normal strategy of making approved proposals.

FYI, Viktor Orban is more of either a Christian Democrat or a National Conservative rather than a Rightist.

The countries/states are there for the EU Council phase, where you want to control state with more voting power to make sure that you could select a profitable proposal for your party.
There are 7 parties. Social democrats, liberals and christian democrats are the easier ones to play. Slightly more difficult are the greens, national conservatives and the left. The right is the most difficult faction to play, because it basically a troll. You can't win by normal strategy of making approved proposals.

Tentative time table:
EU Council phase: (24-30 hours)
1. Bidding IP for Member States (person with highest bid will become the Council President)... 6 hours (done through PM to me)
1b. Selecting Member States... 6 hours (could be done through PM or in-forum) (this could be streamlined, and auto-selected by me assuming everyone prefers Member States with higher Voting Power)
2. Count the Voting Power of your party (say selecting Germany will get you 5 Voting Power and 0 IP, while selecting Luxembourg will get you 1 Voting Power and 2 IP)... immediately
3. I announce 7 proposals that will be discussed later... immediately
4. The president chooses 5 out of 7 proposals that he thinks beneficial for his parties. (These 5 are the proposals that matters, either approved or rejected). The remaining proposals are discarded and will not have any effect for the rest of the game... 6 hours (The president could make a negotiation and deals with players to select/deselect specific proposals), only in-site written deals are enforced by me, off-site deals could be used as deceiving method
5. Voting for the proposals. Yes or No. Yes = proposal could enter EU Parliament phase, No = proposal rejected... 12 hours (could be done through PM or in-forum) (negotiation could also be done during this phase, even encouraged)
6. Most proposal need a qualified majority of 12 or more, while few need a unanimous decision to be approved... immediately

EU Parliament phase: (18 hours)
1. I randomly draw the voting power each party. (varied from 9 to 14 MEP votes)... immediately
2. Bidding IP for President of the Parliament... 6 hours (done through PM to me)
3. Calculate the majority needed for approval. (all MEP voting power x 50% + 1)... immediately
4. Voting for the earlier approved proposals. Yes or No. Yes = proposal approved, No = proposal rejected... 12 hours (could be done through PM or in-forum) (negotiation could also be done during this phase, even encouraged)

So one round could be held in 2x24 hours max. In total, the 3 rounds will take place in 6 days.
